New Delhi: There was high drama during Home Minister P Chidambaram’s press conference in New Delhi when a journalist threw a shoe at the minister.
Chidambaram was speaking with journalists at the Congress headquarters when the incident took place.
A Sikh journalist, Jarnail Singh, from Hindi daily Dainik Jagran asked Chidambaram a question regarding the CBI clean chit to Congress leader Jagdish Tytler.
Chidambaram replied to his question saying, "Neither the Home Ministry nor any other ministry put any pressure on the CBI. The CBI has only given a report. It is for the court to decide whether to accept the report or not."
However, the journalist pressed on for more. The Home Minister then asked him not to turn it into an argument at which the journalist threw a shoe at him.

लालू ने जारी किया राजद का घोषणा पत्र

पटना। राष्ट्रीय जनता दल (राजद) ने इस बार लोकसभा चुनाव को अधिक गंभीरता से लेते हुए 32 पृष्ठों का घोषणा पत्र जारी किया है, जिसमें पूरा जोर मुसलमान मतदाताओं को पार्टी के साथ बनाये रखने और रूठे सवर्णो को जोड़ने पर है। दोनों के लिए किसी न किसी प्रकार के आरक्षण के वादे किये गये हैं।
घोषणापत्र में अल्पसंख्यकों के विकास के लिए उन्नीस सूत्री कार्यक्रम बताये गए हैं और वादा किया गया है कि केन्द्र में पुन: सत्ता में आने पर सरकारी व अ‌र्द्धसरकारी विभागों में नौकरी व शैक्षणिक संस्थानों में इस समुदाय के विद्यार्थियों को आरक्षण दिया जाएगा। इसके लिए कानून में संशोधन किया जाएगा। खास बात यह है कि इस बार घोषणा पत्र में सामंती या मनबढ़ जैसे शब्दों से परहेज किया गया है और सवर्णो को रिझाने की कवायद की गयी है। राजद सुप्रीमो लालू प्रसाद ने रविवार को यह घोषणा पत्र जारी किया। इसके जरिये पार्टी ने संविधान की धारा 341 में संशोधन कर दलित मुसलमानों को अनुसूचित जाति का दर्जा दिलाने, दंगारोधी बल का गठन करने और आतंकवाद विरोधी कानून में संशोधन कर साम्प्रदायिकता को भी इसमें शामिल करने का वादा किया है। वक्फ बोर्ड को स्वायत्तता प्रदान करते हुए कानूनी दर्जा दिया जाएगा। अल्पसंख्यकों के लिए सूद रहित कर्ज देने का प्रावधान किया जाएगा। बुजुगरें के सम्मान की योजना शुरू होगी । इसके तहत वरिष्ठ नागरिक सेवा योजना के तहत स्वास्थ्य व अन्य सुविधाएं उपलब्ध करायी जाएंगी।
घोषणा पत्र में राष्ट्रीय सोच के साथ ही बिहार के विकास की विशेष तौर पर परिकल्पना की गयी है। कहा गया है कि बिहार के प्रति सकारात्मक दृष्टिकोण अपनाते हुए विशेष सहायता उपलब्ध करायी जाएगी। इसे विकसित राज्यों की श्रेणी में लाने की कार्य योजना तैयार होगी। राजद ने गंगा के पानी को सूखने से बचाने को भी चुनावी मुद्दा बनाया है। चुनाव सामाजिक न्याय धर्मनिरपेक्षता व जनोन्मुखी विकास के मुद्दे पर लड़ा जाएगा।
राजद ने भ्रष्टाचार के खिलाफ लड़ाई के लिए प्रतिबद्धता जतायी है। साफ किया है कि भ्रष्टाचार के मुद्दे को राजनीतिक बदले का हथियार नहीं बनने दिया जाएगा। इसके लिए कानून लागू करने वाली एजेंसियों को अधिकाधिक स्वायत्तता प्रदान की जायगी। ऐसी संरचना बनायी जाएगी कि कोई राजनीतिक दल बदला चुकाने के लिए ऐसी एजेंसियों का दुरूपयोग नहीं कर सके।
ऊंची जाति के गरीब लोगों को सरकारी सेवाओं में आरक्षण के लिए संविधान में संशोधन सम्बन्धित विधेयक का राजद ने समर्थन करने का वादा किया है। रोजगार उपलब्ध कराने के लिए खादी व ग्रामोद्योग आयोग को नया स्वरूप प्रदान किया जाएगा। इसको ग्राहकों की जरूरतों पर आधारित संगठन के रूप में विकसित किया जाएगा।
चुनाव घोषणा पत्र में अर्थव्यवस्था पर अधिक चिंतन किया गया है। वित्तीय अनुशासन मामले में असहमति जतायी गयी है कि राज्य को अपना हाथ खींच लेना चाहिए व निजी क्षेत्रों को धन और संसाधन सौंप देना चाहिए। सरकार को शिक्षा व स्वास्थ्य सरीखे समाज कल्याण के कायरें में महत्वपूर्ण भूमिका निर्वाह करने के लिए प्रेरित किया जाएगा।
विकास योजना का ऐसा माडल होगा जिससे भूख व बेरोजगारी को दूर किया जा सके। भूामि सुधार कार्यक्रम लागू करने के लिए घोषणा पत्र में सिंचित जमीन 10 एकड़, असिंचित 15 एकड़ व ऊसर जमीन के लिए 25 एकड़ की सीमा निर्धारित की है। तौर तरीके तय करने के बाद शहरी भूमि पर भी सीमा लागू की जाएगी।

Bihar, earlier Jharkand of which was a part, is currently ruled by Hon.Nitish Kumar. He is heading the JDU-BJP coalition goverment. As per some interactions with people here, I found that state has made some imporvement in law and order in the regime of Nitish Kumar. Earlier Hon Rail Minister Lalu Prasad was the CM of the state, of ruled it for around 15 years. During his one of the three time tenure as CM, he decided to bifuracte the state into mineral rich Jharkhand. Though this was his political compromise, this was in fact disasterous for the already poor people of Bihar. Even the state was promised a sum of more than Rs. 70000 Crore as bifucation compensation to establish the industries in Bihar, which was stripped of its natural resouces by the newly created state Jharkhand. Even after years of its bifucation, state has been neglected by the central government or even the state government has not been so serious about the speed developement of state and create industries on the track of states like Gujrat or Maharashtra.

The time has come for the people of Bihar to think now. How far they will go out of state to earn bread and butter and even for this they have to bear the burnt of being called "BIHARI", which they call it for the people of state for being poor and uneducated. So, this Lok Sabha election we biharis should choose our leaders who have courage to lead the state to the road of development.
Aboout the state
Bihar is divided into 9 divisions and 37 districts, and has Patna as its capital. It has a very rich history, and is also an attraction for travelers and tourists. There are various hotels to cater to the needs of tourists. The economy is mainly based on agricultural and trading activities. There have been some attempts to industrialize the state as well. An oil refinery in Barauni, a scooter plant at Fatuha, a power plant at Muzaffarpur and some agriculture-based industries such as sugar and vegetable oil, have been established in Bihar. It is also known for its famous mines at Dhanbad. The service sector comprises of Real estate, Mortgage and Insurance. Bodh Gaya, Nalanda, Rajgir Vaishali, Bhagalpur, Vikramsila and Sutanganj are a must visit for Buddhist pilgrims. All of these are very popular historical sites as well. Other admired historical sites are Pawapuri, Champaran and Sasaram.
